O'Toole is definitely a VSS person, as seen in her work on biopreparedness. And there is something fishy about the technology here - the story says there is little evidence that it actually works, and that it is incredibly expensive. So one might want to ask: what company has been contracted to develop it? Do they have any lobbyists who used to work for DHS?
